Channel-group is specific to the device or it has to match with the other side of the device aswel.

On the 3560 I don’t think it matters, but I always do make sure that they match because on some older platforms and IOS it will matter. It is probably best to get in the habit of making them match in my opinion

Its recommended to be same for ease of understanding and troubleshooting, however, technically they are just locally significant.

I agree. It also makes troubleshooting/tracing MUCH easier as you move from device to device.
As far as how MY mind works, I always go from lower-to-higher switch number. So anything beween SW2 and SW1 would be “12″, etc.

Depends on the purpose. I believe vss requires the port channel numbers to be the same if I recall correctly.
For purposes of the lab, it may be better to have port channels match as i had a task graded wrong on the ASET lab user port channel 12 on SW1 and port channel 21 on SW2. my 0.2

The lab may require a specific PortChannel number per the task and/or diagram. Also, if you are choosing your own locally significant number, be sure you do not overwrite/modify some existing configuration.
